It depends on the place. If there are places that are filled with independently wealthy people, they will try to make their home town as unfriendly as possible to tourists to reduce traffic.

I don't think that the use of Steam Decks in this manner is a great thing for Valve. It is basically being used as a cheap Linux PC with built-in user input and the ability to self maintain if the manufacturer decides to sunset maintenance.
If Steam Decks get deployed in this manner, it would only be as the computer interfacing with expensive equipment, which isn't a large market and won't really make Valve money outside the hardware sales.

No. Enshittification happens because of venture capitalism.
Startup companies get a lot of money early on with the hopes that, after the investment cash is spent, there will be a profitable company left in its place. That company can become publicly traded or get sold to another company. The key is that the investors make their money off the startup.
The flip side is that, without venture capitalist companies, a lot of these companies wouldn't get the opportunity to grow.

I would have upgraded if they didn't include the UI changes. I don't know why Microsoft keeps trying to make these big UI changes given that they have a built-in audience of power users that have optimized since XP.
That isn't going to happen. Major have studios have developed their own ways of distributing games and found that the public don't really like it. For minor game studios, it is probably a lot cheaper to rely on Steam or an equivalent to do what you are describing.
Given that the developers have publicly stated that there should be tons of instances run by anyone, pushing that much responsibility to admins with command line access is only asking for problems.
I've been to festivals that did, but they were very specific on the kind of bottle. The festival was also in the desert, so there tons of protections the venue took to prevent heat stroke.
A lot of festivals in the US had problems with heat stroke in the late 90's and early 2000's. The two solutions were to either give out free water or allow people to bring in their own water.

I'm going to flip the question on its head and ask something else, how closely does the religion of your world describe how your world works? Most religions were developed on the dual idea of trying to explain how everything worked and how to justify the desired political order.
A lot of mysticism is generally fought against by organized religion since it allows for multiple sources of divinity, which is something that a singular organization may want to fight. You may also have people fighting against mysticism as out of date folk knowledge.
It sounds like the world you're describing is that the religion accurately reflects the world, with mystics acting as scientists and engineers operating beyond the law. It would be akin to some random person in modern society working with radioactive or disease research.
It is really hard to write a good contract that can handle the scrutiny of a public bidding process and it is really hard doing it when paying staff the wages that NYCHA likely pays the staff managing their contracts.
The jobs have gotten outsourced since NYC in general has found keeping staff on hand to be incredibly expensive, but the model of contractor maintenance is to make money where possible, not to serve the best interest. It is really hard to write a contract that makes serving the public good a money maker for the winning contractor.
